February 23, 2023 - The Township of Spallumcheen is very pleased to have entered into an agreement with the City of Armstrong for delivery of bulk water. Negotiations in this water dispute have been going on for many years, prior to the Water Districts dissolving to the Township.
Now that this agreement is in place, it will allow for the long-term stability for the provision of water to the water local area services operated by the Township. Mayor Fraser advises, “We are happy that this agreement is now in place and is very fair for everyone involved."

Water utilities have transitioned through many different materials used for water conveyance pipes over many, many years. One material, used for a brief period in Canada during the 1940’s through to the 1970’s, was cement containing asbestos. This asbestos-cement (A-C) pipe is no longer installed and has not been installed in municipal water systems for over 50 years.
While there is no consistent, convincing evidence that asbestos in water is a threat to the water consumers in our communities, Canadian water utilities are committed to the safe handling of these materials and the practical removal of asbestos-cement pipe at every opportunity.

The Township originally had 17 water districts operating independently. Township Council had the vision to provide a safe, reliable and secure supply of potable water through a well-managed delivery of water service. As of January 1, 2023 the Township now manages 10 Water Local Area Services.

The Township of Spallumcheen Water Regulation and Conservation Bylaw 2086, 2022 sets out the guidelines for our the water local area services are operated.

During the past few years the Okanagan has experienced record breaking heat waves, early starts to the wildfire season and ongoing droughts through the summer months. The Township is taking steps to make sure we are doing our part to protect water in our region.

The Clcahl/Hullcar Aquifer is the primary source of drinking water for residents of the Clcahl/Hullcar Valley. The Steele Springs Waterworks District (SSWD), which serves approximately 250 residents, and approximately 22 private water wells draw water from the aquifer.
The Ministry of Land Water and Resource Stewardship is working collaboratively with Splatsin, the Interior Health Authority, and the ministries of Agriculture and Food, Health, Indigenous Relations and Reconciliation, Forests, and Environment and Climate Change Strategy on water quality issues within the Hullcar aquifer.
